Improving coordination and Inter Parliamentary Cooperation

The session highlights the role that parliamentary networks like the European Centre for Parliamentary Research & Documentation (EPCRD) and Association of Secretaries Generals of Parliaments(ASGP) have played in fostering the sharing of knowledge and best practices. Particular attention will be paid to lessons and experience that these networks can provide to APKN. A presentation on the APKN website will highlight the importance of online coordination for such networks.

Strategic Planning: ICT and Information & Communication

The session is meant to highlight the important role of ICT strategic planning in Parliaments and how to systemically gather information on the current status, envision the future, assess the gaps and define plan of action to achieve the agreed goals. This session will deal in particular with ICT and Information & Communication as concrete examples for the strategic planning process.

ICT Strategy: The Case of the Parliament of South Africa

The Parliament of South Africa has recently published its second ICT strategic Plan. This presentation highlights the challenges faced during the process of this development. The presentation highlights important lessons for political and administration leaders of Parliament.

The session will also provide an overview of information services available through the APKN website to support online coordination for APKN.

Free Online Access to Legislation: experiences and possible roles for parliaments

Chair: Mr Oluyumi Ogunyomi, APKN Executive Member: Nigeria

This session is dedicated to present current best practices in Africa that provide free access to legislation and propose an initiative to create a network to enable the building of a common portal to access legal information in Africa and provide assistance in deployment of open source tools required to build and support digital collections making use of open standards.

The session provides an opportunity for development partners to share with parliaments t their activities in support parliamentary development. Discussions will focus on how APKN can be a vehicle through which development partners support parliamentary development in a more effective and parliaments-driven way.

APKN Plenary - October 2010 – Cape Town: Work Plan

Chaired by the APKN Executive Committee

APKN Executive Committee Member will present and discuss possible areas of work for APKN Working Groups (legislative processes, information and research services, information and communication technologies and tools, communication and public information) and revision of APKN Charter. The session will provide participants with opportunity to begin to shape the strategic direction of action plans of APKN that will have to be presented, discussed and endorsed by the APKN Plenary of October 2010, Cape Town, South Africa.
